Cabinet of Ministers streamlines certain military registration and conscription procedures during mobilization

The Government has regulated a number of procedures for the military registration and conscription of citizens during mobilization.

The corresponding Resolution No. 916 of 30 July 2025 “On Amendments to Certain Resolutions of the Cabinet of Ministers of Ukraine Regarding Certain Issues of Military Registration and Conscription of Citizens during Mobilization” entered into force on 31 July.

The Ministry of Defence press service reported that the adopted document provides for:

• Automatic military registration of women with medical education without their personal presence.
• Sending summons by registered mail with an itemized inventory and delivery confirmation to the place of residence.
• Assigning the military rank of “reserve soldier (sailor)” simultaneously with registering individuals who have reached the age of 25 and have not undergone military service or basic general military training, without requiring them to appear at the Territorial Recruitment and Social Support Centre.
• Formation of nominal lists via the “Oberih” system to organize the dispatch of units during conscription for military service.
