First Available Loan Issued to a Defense Industry Enterprise

As mentioned, the first loan was received by a manufacturer of EW (electronic warfare) and ELINT (electronic intelligence) equipment—100 million UAH for working capital for 1 year at an interest rate of 5%.

The Ministry reminded that the preferential loan program started this year. Ukrainian producers of military equipment can receive up to 100 million UAH for working capital for up to 3 years or up to 500 million UAH for investment projects for up to 5 years. For enterprises, the interest rate is 5%, with the remaining interest covered by the state.

The only requirement to obtain the loan is that the enterprise must be recognized by the Ministry of Strategic Industries as critical for the economy's functioning during special periods in the defense industry sector.

Ukrainian Startups Raised Over $1 Million in Investments at the World's Largest AI Technology Conference

The Ukrainian delegation presented its tech ecosystem at the world's largest AI technology conference, AI Summit 2024. Nine Ukrainian startups showcased their innovative projects to investors and experts, significantly expanding opportunities for business scaling. The startups, including Crosscheck, VyshyvAI, Great Catalog, Adminix, MARK health, Ability.ai, Metatable.ai, Bliss Brain, and Byne, are expected to raise over $1 million in investments through preliminary agreements. These companies secured 20+ new B2B clients.

Crosscheck won the AI Accelerator Competition, guaranteeing participation in AI Summit 2025. Bliss Brain made it to the top 3 finalists among 20 selected teams. The delegation also established partnerships with major players like MunichRE VC Fund, World Bank Group, 1infinity ventures, Endeavor Venture Group, Trustvector, and others.

The event also served as a platform for promoting Ukraine's IT sector. The delegation's organized events gathered over 150 guests, including investors and local industry leaders.

Ukraine is Changing its Approach to Mineral Exploration within the Framework of EU Integration: Engaging Investors

The Verkhovna Rada has amended the national program for the development of Ukraine's mineral resources base until 2030, taking into account low financing levels and the occupation of part of Ukraine’s territory. Draft Law No. 6227 is a key element of the Ukraine Facility Plan, with its adoption foreseen in the EU’s macro-financial assistance program.

The proposal is to reorient state funding toward exploration activities aimed at identifying investment-attractive deposits. Further exploration will no longer be funded by the state budget but will be financed by mineral users under investment-risk conditions. The state is committed to creating the necessary transparent and stable regulatory conditions for investors. The updated program envisages a reduction in state funding from ₴26.1 billion to ₴3.57 billion.

The program focuses on the geological exploration and further work on the following minerals: magnesium, arsenic, antimony, vanadium, bismuth, gallium, indium, strontium, tellurium, and cesium. The program’s goal is to meet Ukraine's mineral resource needs, reduce dependence on imports, and increase exports.

Ukraine Registers 100th Industrial Park

The Cabinet of Ministers has approved the creation of another industrial park, which will be located in the Kyiv region. As a result, Ukraine now has 100 industrial parks in operation. The new "Myronivka" park is expected to create 1,500 new jobs and attract over ₴1 billion in investments. The park's main activities will include the production of building metal structures and products, the manufacture of machinery and equipment, food processing, alternative energy, and more.

The government is also submitting to the Verkhovna Rada a draft law introducing the concept of "eco-industrial parks". As explained by Prime Minister Denys Shmyhal, this will be an innovative format for industrial sites where businesses will use alternative energy sources, manage waste efficiently, and optimize water usage. The state will provide support in the form of tax incentives and funding for the construction of engineering and transportation infrastructure.
