Dual Citizenship: Draft Law Passed in First Reading

The Verkhovna Rada of Ukraine has approved draft law No. 11469 in its first reading, which introduces the concept of dual or multiple citizenship. The draft law brings significant changes to the legal framework, including:

  1. Dual Citizenship Regulations: Clearly defines instances where dual citizenship is permitted.
  2. Simplified Procedures for Foreigners: Establishes streamlined conditions for acquiring or restoring Ukrainian citizenship for certain categories of foreign nationals.
  3. Clarification of Conditions: Revises the rules for acquiring citizenship by birth, territorial origin, and the process of granting citizenship.
  4. Grounds for Loss of Citizenship: Citizenship will be revoked in the following cases:
    • Voluntary acquisition of citizenship from an aggressor state or a state whose citizens can obtain Ukrainian citizenship under simplified procedures.
    • Use of a foreign passport within Ukraine if it poses a threat to national security.
    • Providing false information during the citizenship application process.
    • Serving under contract in the armed forces of an aggressor state.
    • Conviction for crimes against national security, terrorism, or other serious offenses.
    • Participation in armed aggression against Ukraine.
  5. Rights of Foreign Military Personnel: Foreigners serving in the Ukrainian Armed Forces are allowed to apply for a residence permit, even with an expired passport.
  6. Legal Status of Volunteers: Defines the status of foreign individuals and stateless persons who assist the Ukrainian army during martial law (e.g., tactical, medical, or technical support directly in combat zones).
