Government expands reservation of conscripted employees for enterprises in combat zones

On 13 August 2025, the Cabinet of Ministers of Ukraine, following a submission by the Ministry of Economy, approved amendments to the Procedure for Reserving Conscripts.

According to the Ministry of Economy, the changes are aimed at expanding opportunities to preserve the human resource potential of enterprises operating in combat-affected areas.

Key changes include:

  • Reservation of up to 100% of conscripted employees is now available for critically important enterprises that actually operate in territories of potential or active hostilities for which no end date has been established. These territories are included in the official list maintained by the Ministry for Communities, Territories and Infrastructure Development.
  • Changes to the reservation limit will be made via the Diia portal by the state authority that recognized the enterprise as critically important, based on requests from regional military administrations at the place of the enterprise’s actual operations.

These amendments are expected to support the stable functioning of frontline enterprises, preserve jobs, and ensure uninterrupted performance of tasks related to defense and the vital needs of regions.

Deputy Minister of Economy, Environment, and Agriculture Vitalii Kindrativ emphasized that this decision allows the government to support businesses working under the most difficult conditions while also meeting defense needs. According to him, the new mechanism is designed to respond flexibly to challenges and enable enterprises to continue operations even during active hostilities.

The Ministry also reminded that the general reservation procedure remains unchanged:

  • An enterprise must be included in the list of critically important companies upon submission by an authorized body.
  • Applications and notifications are submitted exclusively in electronic form via the Diia portal.
  • The enterprise itself prepares and submits the lists of employees for reservation.
