Government Launches Digital Reform of the State Service for Food Safety and Consumer Protection with Full Automation of Services

The Cabinet of Ministers, by Resolution No. 523 dated 18 March 2026, approved the Procedure for implementing an experimental project on the digitalization of services of the State Service of Ukraine on Food Safety and Consumer Protection. The project will run for two years and provides for the creation of a Unified State Electronic System in the areas of food safety and consumer protection, aimed at fully automating processes and transforming the way the state interacts with market operators. The reform is coordinated by the Ministry of Digital Transformation, while the State Service for Food Safety and Consumer Protection acts as the system owner, and technical support is provided by a relevant state-owned enterprise.

The central element of the reform will be an integrated electronic system featuring a single portal, user personal accounts, analytical modules, and a specialised “eFood” platform. The system will enable online submission of documents, signing via qualified electronic signature (QES), real-time tracking of application status, and automatic verification of data through interoperability with state registers. A risk-based approach will also be introduced: part of the services will be provided automatically without involvement of officials if the information is confirmed by other databases.

The reform also significantly changes the approach to state supervision. Inspections will be accompanied by mandatory photo and video recording, while inspection reports will be generated electronically and sent through the user’s account. For market operators, this digitalisation means shorter processing times, reduced administrative burden, and greater transparency of procedures. At the same time, it increases operators’ responsibility for data accuracy, as all actions within the system are recorded and form a complete digital audit trail of interactions with the state.
