On August 2, the Law on Confirmation of Insurance Experience came into force.
On August 2, 2026, Law No. 4851-IX “On Amendments to the Law of Ukraine “On Mandatory State Pension Insurance” regarding confirmation of insurance experience” entered into force, with the exception of certain provisions thereof. The document significantly changes the approach to the interaction of citizens with the Pension Fund of Ukraine.
The key change is the gradual departure from paper procedures and the establishment of priority for information contained in state information systems and public electronic registers.
From now on, territorial bodies of the Pension Fund do not have the right to require citizens to provide documentary confirmation of information already contained in information and communication systems available to them. In addition, the Pension Fund is obliged to assist individuals in obtaining documents that are missing to confirm the relevant information.
In cases of absence of a work book or presence of inaccuracies in it, the Law expands the list of documents and other evidence by which insurance experience can be confirmed. In particular, information from enterprise information systems, personal accounts of employees, as well as bank documents confirming the payment of wages will be taken into account. Additionally, the possibility of confirming the insurance period by witness testimony and in court is provided.
These changes form a new approach to confirming the insurance period and will have practical significance for both citizens and employers and lawyers who support relevant issues.
