Parliament Adopts Draft Law to Abolish Visa Requirements for Foreign Nationals and Stateless Persons.
The Verkhovna Rada of Ukraine has adopted in the first reading Draft Law No. 13071, which abolishes visa requirements for foreign nationals and stateless persons working as volunteers or in humanitarian organizations (excluding citizens of the Russian Federation). This was reported by the Ukrainian Parliament.
The new regulations will apply during martial law and for one year after its termination.
The key change is that a long-term D-type visa will no longer be required for temporary residence in Ukraine. This change will enable humanitarian workers to stay and operate in Ukraine without delays caused by visa procedures.
The goal is to ensure rapid humanitarian response and to attract more international assistance.
“During wartime, humanitarian aid and volunteer activities play a vital role in resisting the ongoing armed aggression against Ukraine. That’s why it’s necessary to create legal and organizational conditions to simplify the procedure for obtaining permits for those who are helping both the people of Ukraine and the state itself during these difficult times,” said Andriy Zadorozhniy, Head of the Parliamentary Committee, during his address to Parliament.
