Plan for comprehensive state oversight activities for 2025 approved

The State Regulatory Service (SRS) has approved the Plan for Comprehensive Oversight (Control) Measures by state oversight bodies for 2025.

According to Article 5 of the Law “On the Basic Principles of State Oversight (Control) in Economic Activities,” the SRS annually approves such plans. If a business entity is included in the annual oversight plans of multiple state oversight bodies, this serves as grounds for conducting a comprehensive planned oversight activity for that entity.

The SRS clarified that adopting this plan does not conflict with Cabinet of Ministers Resolution No. 303 dated March 13, 2022, as the resolution does not prohibit planning oversight activities by relevant authorities.

Oversight Restrictions During Martial Law

  • Resolution No. 303 suspended planned and unplanned oversight activities for the duration of martial law, introduced by Presidential Decree No. 64 dated February 24, 2022 (with amendments).
  • However, unplanned oversight activities may be conducted under specific conditions listed in Paragraph 2 of Resolution No. 303, such as addressing threats to:
  1. Rights and lawful interests of individuals.
  2. Life and health.
  3. Environmental protection.
  4. National security.
  5. Fulfilling Ukraine’s international obligations.

Some oversight bodies operate under exceptions outlined in other parts of the resolution.
