“Pulse” officially launched: interaction between the state and business goes online

On 1 January 2026, Resolution No. 1304 “On the implementation of an experimental project on digitalizing interaction between executive authorities and business entities using the information and communication system ‘Pulse’” entered into force. Thus, “Pulse” now officially functions as a state tool for dialogue between the authorities and business, as well as for collecting, analyzing, and using data from businesses to shape regulatory decisions, the Ministry of Economy reports.

  • Mechanism of interaction through “Pulse”
  • Through “Pulse,” entrepreneurs can report problems, submit proposals, or provide data necessary for the development of regulatory decisions. The Resolution establishes that public authorities are obliged to review each submission within 15 working days, ensuring accountability and predictability of the process.

    According to the Ministry of Economy, on the first day of the platform’s operation, almost 350,000 ratings and more than 30,000 comments were collected from entrepreneurs across the country. This data is already being used to eliminate regulatory barriers and to prepare new solutions that simplify doing business.

  • Coordination process and participants
  • The project is coordinated by the Ministry of Economy. Accordingly, it is responsible for the development of and integration of the “Pulse” system with the information systems of central executive authorities. The platform has already been integrated into more than 300 websites of government bodies and regional administrations.

    Technical administration is ensured by JSC “Prozorro.Sale.” All regional military administrations, central executive authorities, the Office of the President, the Government Contact Center, and the Business Ombudsman Council are involved in the system, ensuring end-to-end interaction and the recording of entrepreneurs’ issues at the national and regional levels.

  • Further plans
  • The Ministry of Economy reports that the experiment will last two years. After that, the Cabinet of Ministers of Ukraine will prepare a report and proposals for regulatory formalization of the digital mechanism of interaction between business and government so that “Pulse” becomes a permanent instrument of state policy.
