Sick Leave Payments: How Employment History Affects Temporary Disability Benefits

Temporary disability benefits are paid to insured persons depending on their length of insurance (employment) history.

The benefit amount is calculated as a percentage of the insured person's average salary (income), based on the duration of their insurance record:

50% of average salary/income — with less than 3 years of insurance;

60% — with 3 to 5 years of insurance;

70% — with 5 to 8 years of insurance;

100% — with more than 8 years of insurance;

100% — also applies to:

  • persons classified under categories 1–3 affected by the Chornobyl disaster;
  • a parent or guardian caring for a sick child under 14 affected by the Chornobyl disaster;
  • war veterans, injured participants of the Revolution of Dignity, and family members of deceased war veterans or fallen Defenders of Ukraine;
  • victims of Nazi persecution, as defined by the Law of Ukraine "On Victims of Nazi Persecution" of March 23, 2000 No. 1584-III;
  • blood donors entitled to benefits under Article 20 of the Law "On the Safety and Quality of Donor Blood and Blood Components" dated September 30, 2020 No. 931-IX;
  • rehabilitated persons under the Law "On Rehabilitation of Victims of Repression of the Communist Totalitarian Regime of 1917–1991" of April 17, 1991 No. 962-XII.

The authorities clarified that for employees or gig specialists working with Diia City residents, temporary disability benefits are paid based on the actual salary/income from which insurance contributions were paid, regardless of the length of insurance record.

The maximum monthly amount of temporary disability benefits (including care for a sick child or sick family member) cannot exceed the maximum base for unified social contribution calculations — as of January 1, 2025, this is UAH 160,000 (UAH 8,000 × 20).

Additionally, for insured persons who have less than six months of insurance history in the 12 months before the insured event occurred, the benefits are calculated based on the salary/income from which insurance contributions were paid, but limited as follows:

  • Temporary disability benefit — cannot exceed the amount calculated based on the minimum wage effective at
  • Maternity benefit — cannot exceed the amount calculated based on twice the minimum wage effective at the time of the insured event.
