The Cabinet of Ministers has expanded the functionality of the Register of conscripts, persons liable for military service and reservists and changed the procedure for its maintenance

The transition of military registration to an electronic format continues to cover the main administrative processes - from updating personal data to exchanging information between state bodies and providing consular services to citizens of Ukraine abroad. The relevant changes are provided for by the Resolution of the Cabinet of Ministers of Ukraine No. 981 dated July 29, 2026, which approved the new Procedure for maintaining the Unified State Register of conscripts, persons liable for military service and reservists, and also determined the procedure for checking military registration documents in foreign diplomatic institutions.

The new Procedure regulates in detail the functioning of the Register - from the formation and updating of accounts to electronic interaction with other state information systems and registers. The key element is the automated exchange of information through the “Trembita” system, which should reduce the need for citizens to personally contact state bodies to update information. At the same time, the functionality of the Register is expanding: it provides for the automatic formation of military registration documents, documents for referral to the military medical commission, materials in cases of administrative offenses, as well as analytical processing of information.

The procedure for checking military registration documents when citizens of Ukraine receive consular services abroad has been separately regulated. The main tool for such verification will be automated interaction between the “e-Consul” systems and the Register. In addition, six months after the date of entry into force of the resolution, certain categories of citizens who do not have a military registration document will be automatically enrolled in military registration with the formation of an electronic document without the need to pass a military medical commission.
