The Cabinet of Ministers has regulated the launch of the national electronic receipt — e-Check.

On 31 December, Resolution of the Cabinet of Ministers of Ukraine No. 1781 dated 30 December 2025 “On the implementation of an experimental project for the introduction of the information system "National Receipt" entered into force.

In particular, the Government agreed with the proposal of the Ministry of Economy, Environment and Agriculture regarding the implementation of an experimental project for the introduction of the information system “National Receipt” for a period of two years from the date the Resolution enters into force.

The document defines the procedure for the functioning of the service and the legal framework for the introduction of e-Check — the national electronic receipt, the press service of the Ministry of Economy reported.

e-Check is an electronic receipt that a customer receives in their banking app after paying by card — in a store or online. It is stored in digital format and is always available for product returns, exchanges, or warranty service.

The service is not mandatory: a customer may receive a paper receipt or both types simultaneously.

The launch of e-Check is scheduled for 2026. Its phased implementation is envisaged. At the first stage, the service will operate in pilot mode with selected national retail chains and banks.

The service is being developed by the Ministry of Economy in cooperation with the Ministry of Digital Transformation and Diia, the Ministry of Finance, the State Tax Service, the National Bank of Ukraine, banks, and payment systems.

e-Check is a voluntary service and does not change the existing requirements regarding the use of cash registers / software cash registers (RRO/PRRO). It is a tool for providing access to information on settlement documents stored in the Data Accounting System of Registrars of Settlement Operations.
