The Government Abolished Outdated Rules on Licensing Ukrainian Property Investments Abroad
The Cabinet of Ministers canceled outdated decisions and provisions that regulated the issuance of licenses for property investments of Ukrainian residents abroad.
The respective decision was adopted by the Government at a meeting on March 28, 2025, according to the press service of the Ministry of Economy.
“As part of the deregulation reform, we are clearing the legal field of outdated regulations. The Government declared null and void three resolutions and five individual provisions in regulatory acts that governed the procedure for obtaining licenses by Ukrainian entrepreneurs for property investments abroad.
The decree that stipulated the need to obtain such licenses was previously repealed. However, the respective provisions remained in the legal field as an atavism,” explained Deputy Minister of Economy and Trade Representative of Ukraine Taras Kachka.
The issuance of licenses for property investments abroad by Ukrainian residents was stipulated by a Presidential Decree of 1995.
Licenses had to be obtained by Ukrainian businesses that, for instance, planned to contribute property to the charter capital of enterprises established abroad or to allocate it to their foreign branches.
In total, since the decree came into force, about 170 applications were submitted for licenses on property investments abroad by Ukrainian residents.

To simplify business conditions, in January 2023 the Government established an Interagency Deregulation Working Group, which has already reviewed 1,323 regulatory instruments.
Out of them, 456 were recommended for cancellation, and 584 — for simplification.
So far, 138 instruments have already been canceled.
