The National Energy and Utilities Regulatory Commission (NEURC) is moving toward stricter oversight and changing its approach to inspections and cost regulation.
The new rules provide for more precise revenue calculations, stricter requirements for substantiating losses, and expanded inspection tools, while eliminating the possibility of covering inefficient costs through tariffs.
Among the key innovations are the full digitalization of supervision through a licensing register instead of paper files, adjustment of inspection plans, and broader grounds for conducting inspections at the actual place of business. At the same time, detailed inspection checklists are being introduced, the accuracy of data recording is being improved, and control over settlements within the energy system is being strengthened.
Direct financial consequences for violations are also introduced: costs related to overdue services may be reduced to zero, inflated salaries may be excluded from the tariff base, and expenses related to assets destroyed by the war may be recognized as losses only if supported by expert confirmation.
