The President signed the Law on Public-Private Partnership.
On July 30, President Volodymyr Zelenskyy signed Law No. 4510-IX (Bill No. 7508) “On Public-Private Partnership.”
The purpose of the adopted law is to simplify the procedures for preparing and implementing public-private partnership (PPP) projects aimed at rebuilding war-damaged infrastructure and constructing new facilities related to the post-war restructuring of the economy.
The adopted changes include, in particular:
- Introduction of an EU-standard electronic procurement system for PPPs;
- Full-scale implementation of PPP project types based on budget payments, where the state does not transfer demand risk to the investor but essentially pays for infrastructure in installments for the post-war recovery of Ukraine;
- Simplification of PPP project preparation procedures, especially for projects related to post-war infrastructure restoration, new construction tied to economic restructuring, and “small” projects worth up to €5.3 million;
- Streamlining the overall PPP project preparation process at both the national and local levels.
According to Dmytro Natalukha, Head of the Parliamentary Committee on Economic Development, the adopted law is about restoring a normal quality of life for Ukrainians, as it establishes a modern framework for PPP development and enables the attraction of private investments and grant funds for the restoration of state and municipal facilities—roads, bridges, schools, hospitals, housing, kindergartens, ports, power grids, water supply systems—basic infrastructure without which it is impossible to ensure decent living conditions, and which Russia has unfortunately destroyed or damaged.
In addition, the law introduces competitive electronic procedures, simplifications for small projects, harmonization with European standards, and alignment with existing concession legislation. It also provides for the possibility of using external donor support, which is particularly relevant for projects in de-occupied or war-torn areas.
