Government exempts citizens and businesses from frontline areas from administrative fees and state duties

The Cabinet of Ministers has amended Resolution No. 209 of 6 March 2022 “Certain issues of state registration and the functioning of unified and state registers maintained by the Ministry of Justice under martial law.” The changes, developed by the Ministry of Justice, introduce the first package of measures aimed at supporting frontline territories.

Repeated dismissal: the Supreme Court clarified whether an employer can rely on the same grounds and documents

In its ruling of 30 July 2025 in case No. 761/40406/23, the Supreme Court confirmed that dismissal of an employee without following the full procedure after reinstatement by a court is unlawful and constitutes grounds for a new reinstatement.

On 21 August 2025, the Verkhovna Rada adopted draft law No. 13388 in the second reading and as a whole, introducing changes to the procedure for suspending certain provisions of collective agreements during martial law.

Previously, an employer could unilaterally suspend the effect of specific provisions of a collective agreement. The new rules stipulate that such a decision is now only possible with the mutual consent of the parties and in the manner prescribed by the collective agreement itself.
